902 Benefit Determination
Overview
Adding together all countable gross earned and unearned income then applying all allowable deductions will result in determining the household People who buy and prepare food together. Spouses, parents, and children who live together are usually counted as the same household.’s net countable income
The total of earned and unearned income not excluded by policy, expected to be received by the household for the budget/benefit month.. Using the Thrifty Food Plan
Diet required to feed a family in accordance with guidelines established by the U.S. Department of Agriculture. The cost of that diet is the basis for uniform allotments for all households. The thrifty food plan is based on 100% of the federal poverty level. deduction and proration amount based on the application date
The date the application is received by the human service zone. will determine the household’s SNAP allotment

To determine the household’s total countable income add the monthly countable gross earned income Employee payments received in cash for wages, tips, commissions, or net profit from self-employment activities; the Gross Income is before deductions for personal or employment expenses or garnishments. Net Income is after deductions for personal or employment expenses or garnishments. (including self-employment
The act of engaging in a trade or business. A trade or business is generally an activity carried on for a livelihood or in good faith to make a profit. An individual does not have to make a profit to be in a trade or business as long as a profit motive exists income) of all household members, minus the 20% deduction, to the monthly unearned income of all household members

To determine a household’s net adjusted income subtract the allowable deductions from the total countable income. The following deductions are allowed:

A person who relies on another for support. care costs

Voluntary or court ordered payment by an absent parent for the purpose of meeting the needs of his/her child(ren). paid to a non-household member
An individual residing with a SNAP household who is not included in determining the household size.

To determine the household’s benefit level, subtract 30% of the net adjusted income from the Thrifty Food Plan for the appropriate household size.

A household's benefit for the initial month Any month in which a new application is required. of certification will be based on the day of the month the household applies for benefits. Using the exact number of days in a month, households will receive benefits prorated from the day of application
Filing a signed Application for Assistance via paper application or through the self-service portal of the eligibility system to establish eligibility and assign a review period. to the end of the month.

After arriving at the prorated benefit amount round down to the nearest whole dollar.
Example:
$20.49 and $20.51 both round to $20.
For all households, including one and two person households, the initial month must be processed and authorized. If the benefit computation results in a benefit of less than $10, no issuance
An issued SNAP benefit. is made for the initial month. Subsequent months are authorized if the household remains eligible
Having met the qualifications to receive a SNAP benefit by meeting the specified nonfinancial and financial requirements of eligibility..
Example:
A household applies on April 27, is found eligible for $27 in monthly benefits, however, there are no benefits issued for April because the initial month's prorated benefit is $3 (27 x .13 = 3.51, rounded to 3). If otherwise eligible, benefits of $27 are issued for the following month.

BBCE Households
One and Two Person Households-BBCE

Eligible one and two person households are eligible for a minimum $23 benefit.
Exception: If during the initial month due to proration the benefit is less than $10, a zero benefit is authorized.
Households with Three or More Members - BBCE

Eligible households with three or more members may be eligible for a benefit of less then $23.
Exception: If during the initial month due to proration the benefit is less than $10, a zero benefit is authorized.
Non-BBCE Households
Non-BBCE household will follow original benefit determinations, which include the gross and net income test.
Exception: If during the initial month due to proration the benefit is less than $10, a zero benefit is authorized.
